Thinly slice the beef sirloin against the grain into bite-sized strips.

In a medium bowl, combine the beef with 1 tablespoon of soy sauce and the cornstarch. Mix well and set aside to marinate for 10-15 minutes.

While the beef marinates, peel and mince the garlic cloves and ginger. Julienne the carrot and red bell pepper into thin strips. Chop the green onions into 1-inch pieces, separating the white parts from the green tops.
