Spray a 9x13-inch glass dish lightly with nonstick cooking spray to help release the Jello later.

Prepare the red Jello layer: Dissolve one red Jello package in 2 cups of boiling water. Stir until completely dissolved and let it cool slightly (about 5 minutes). Pour the red Jello into the prepared dish and refrigerate for about 30 minutes, or until the layer is set but not hard.

Prepare the creamy middle layer: In a medium bowl, dissolve 2 packets of unflavored gelatin in 1 cup of boiling water. Stir until fully dissolved. Add the sweetened condensed milk and 1 cup of cold water. Mix well and allow to cool to room temperature.
