In a heatproof bowl, dissolve one packet of flavored gelatin and 1 envelope of unflavored gelatin in 1 cup of boiling water. Stir thoroughly to ensure no lumps remain.

Pour the dissolved gelatin mixture into the prepared pan, spreading it evenly to form the first layer. Place the pan in the refrigerator and chill for 20–25 minutes, or until the layer is firm but not fully set.

While the first layer is chilling, prepare the white (milky) layer. In another bowl, sprinkle 2 envelopes of unflavored gelatin over 1/2 cup of cold water. Let it sit for 2–3 minutes to bloom.

Add 1 cup of boiling water to the gelatin mixture and stir until completely dissolved. Stir in the sweetened condensed milk and mix until uniform. Let this mixture cool to room temperature.

Once the first colored layer is set, carefully pour 1/3 of the white mixture over the top. Tilt the pan slightly if needed to ensure the layer spreads evenly. Return the pan to the refrigerator and chill for 25–30 minutes to set.

Repeat steps 2–6, alternating between a colored layer and a white layer, until all of the mixtures are used. Ensure that each layer is fully set before adding the next to prevent bleeding.

After the final layer is poured, refrigerate the entire pan for at least 2 additional hours (or overnight) to allow the jello to fully solidify.

Once fully set, run a thin knife around the edges of the pan to loosen the jello. Turn it out onto a cutting board and slice into squares, rectangles, or use cookie cutters for fun shapes.
