Prepare a 9x13-inch glass baking dish by lightly spraying it with nonstick cooking spray.
Dissolve the red Jello in 1 cup of boiling water in a medium bowl. Stir well until completely dissolved, then add 1 cup of cold water. Pour half of this mixture (about 1 cup) into the prepared baking dish and refrigerate for 15-20 minutes until slightly set, but not completely firm.
While the red layer is setting, prepare the white creamy layer. In a separate bowl, mix 1/2 packet of unflavored gelatin with 1/4 cup of cold water and let it bloom for 2 minutes. Add 1/2 cup of boiling water and stir until completely dissolved. Add 1/2 cup of sweetened condensed milk and stir well to combine.
Once the red Jello layer is slightly set, carefully pour 1/2 cup of the white layer over it. Tilt the dish slightly to ensure even coverage. Return to the refrigerator for 20 minutes to let it set.
Repeat steps 2-4 for each remaining color (orange, yellow, green, blue, and purple). Dissolve each Jello box in 1 cup of boiling water, mix with 1 cup of cold water, and alternate between Jello and the white creamy layer.
For the final purple Jello layer, pour only the Jello mixture (without a white layer) to complete the rainbow. Let the entire dish chill and set in the refrigerator for at least 2 hours, or until fully firm.
