Preheat your oven to 375°F (190°C). Line a baking sheet with parchment paper or foil for easy cleanup.
In a large mixing bowl, combine the ground beef, salt, black pepper, garlic powder, onion powder, breadcrumbs, egg, and milk. Mix until just combined, being careful not to overwork the meat.
