Preheat your oven to 375°F (190°C) and grease a 9x13-inch baking dish.

Peel the potatoes and slice them into thin rounds, about 1/8-inch thick. Set aside in a bowl of water to prevent browning.

In a medium saucepan, melt the butter over medium heat. Stir in the flour and cook for 1-2 minutes, whisking constantly, until the mixture forms a smooth paste.
