Slice the beef into thin strips, about 1/4 inch thick, and place in a mixing bowl.

In a separate small bowl, whisk together 2 tablespoons soy sauce, 1 tablespoon fish sauce, lemon zest, lemon juice, brown sugar, and cornstarch. Pour half of this marinade over the beef and let it sit for 10 minutes. Reserve the other half for cooking.
