Rinse the glutinous rice under cold water multiple times until the water runs clear, then soak it in water for at least 4 hours, or preferably overnight.
Drain the soaked rice and transfer it to a steamer lined with cheesecloth or a fine-mesh sieve. Steam over boiling water for 25–30 minutes, or until the rice is tender and sticky.
While the rice is steaming, prepare the coconut sauce by combining the coconut milk, sugar, and salt in a small saucepan. Heat gently over medium-low heat, stirring constantly, until the sugar and salt dissolve. Do not boil.
