Preheat your oven to 220°C (430°F). Line a baking sheet with parchment paper.
In a large mixing bowl, sift the self-raising flour and add the salt. Cut the butter into cubes and rub it into the flour mixture with your fingertips until it resembles fine breadcrumbs.
Make a well in the center of the flour mixture, and pour in the milk gradually. Mix gently with a butter knife or spoon until it forms a soft dough. Be careful not to overmix.
Lightly flour a clean surface and turn the dough out onto it. Knead the dough lightly for about 30 seconds, then roll it out to about 2 cm (3/4 inch) thickness.
Using a 5 cm (2-inch) round cutter, cut out scones and place them on the prepared baking sheet. Gather leftover dough, re-roll, and cut out more until all dough is used.
Brush the tops of the scones lightly with a small amount of milk for a golden finish.
Bake the scones in the preheated oven for 10-12 minutes, or until they have risen and are lightly golden on top. Remove them from the oven and let them cool slightly on a wire rack.
In a small bowl, mix the cream cheese, lemon juice, freshly chopped dill, and black pepper until smooth and well-combined.
To assemble, slice the scones in half horizontally. Spread a generous layer of the cream cheese mixture on the bottom half. Top with mixed salad greens, a slice of smoked salmon, and a small sprig of dill for garnish.
