In a large skillet over medium heat, cook the ground beef until browned and crumbled, about 7-8 minutes. Drain any excess grease.
Add the taco seasoning and water to the skillet with the cooked beef. Stir well and cook for 2-3 minutes until the liquid is mostly absorbed. Remove from heat and set aside.
Preheat the oven to 375°F (190°C).
In a small saucepan, warm the refried beans over low heat until they are easily spreadable. Stir occasionally to avoid sticking.
