Preheat your oven to 375°F (190°C).
In a large skillet over medium heat, cook the ground beef until browned, breaking it apart with a wooden spoon as it cooks. Drain any excess fat.
Add the diced onion to the skillet and cook for 4-5 minutes, or until softened.
Stir in the taco seasoning mix and water, following the seasoning packet directions. Allow the mixture to simmer for 2-3 minutes until thickened.
Mix in the canned diced tomatoes with green chilies and black beans. Cook for another 2-3 minutes, stirring occasionally. Remove from heat.
In a 9x13-inch baking dish, spread an even layer of tortilla chips to cover the bottom. Spoon half of the beef mixture over the chips, then sprinkle 1 cup of shredded cheese on top.
Add another layer of tortilla chips, the remaining beef mixture, and finish with the remaining 1 cup of shredded cheese.
