Heat 2 tablespoons of olive oil in a large pot or Dutch oven over medium heat.
Season the beef stew meat with a pinch of salt and pepper, then toss it in the all-purpose flour until coated.
Add the beef to the pot and sear until browned on all sides, working in batches if necessary. Remove the beef and set aside.
In the same pot, add the remaining 1 tablespoon of olive oil and sautΓ© the onions, garlic, carrots, and celery for 5 minutes until they begin to soften.
Stir in the tomato paste, paprika, and thyme, and cook for another 2 minutes to release their flavors.
Deglaze the pot by adding the red wine (if using) and scraping up any brown bits from the bottom of the pot. Let the wine reduce for 2β3 minutes.
Return the beef to the pot, along with the potatoes, bay leaf, and beef broth. Bring the stew to a boil.
Reduce the heat to low, cover with a lid, and simmer for 90 minutes, stirring occasionally, until the beef is tender and the flavors have melded together.
Add the frozen peas during the last 5 minutes of cooking.
Adjust the salt and pepper to taste and remove the bay leaf before serving.
Garnish with fresh parsley and serve hot with crusty bread or over rice, if desired.
