Line a mini muffin tin with 24 mini paper liners.
Place the semi-sweet chocolate chips in a microwave-safe bowl. Microwave in 30-second increments, stirring after each increment, until fully melted and smooth.
Spoon about 1 teaspoon of melted chocolate into the bottom of each mini paper liner. Use the spoon to gently spread the chocolate evenly along the bottom. Place the muffin tin in the freezer for 5 minutes to set the chocolate.
In a medium mixing bowl, combine the creamy peanut butter, powdered sugar, softened butter, and vanilla extract. Mix until smooth and well combined to form the peanut butter filling.
Remove the muffin tin from the freezer. Spoon about 1 teaspoon of the peanut butter filling on top of the hardened chocolate layer in each liner. Gently press the filling down with the back of a spoon to create an even layer.
Top each peanut butter layer with about 1 teaspoon of the remaining melted chocolate, spreading it to cover the filling completely.
Refrigerate the muffin tin for about 10-15 minutes, or until the treats are set and firm.
Remove the mini peanut butter cup treats from the muffin tin. Serve immediately or store in an airtight container in the refrigerator for up to 1 week.
