Preheat your oven to 375Β°F (190Β°C). Lightly grease a small loaf pan or line a baking sheet with parchment paper.
In a mixing bowl, combine the ground beef, egg, breadcrumbs, Parmesan cheese, milk, 2 tablespoons of ketchup, Italian seasoning, garlic powder, onion powder, salt, and black pepper.
Using clean hands or a wooden spoon, mix the ingredients until well combined but do not overwork the meat mixture.
Shape the meat mixture into a compact loaf shape and place it in the prepared loaf pan or on the baking sheet.
