In a large mixing bowl, whisk together the all-purpose flour, granulated sugar, and salt.
Using a pastry cutter or your fingertips, work the cold unsalted butter into the flour mixture until it resembles coarse crumbs.
Gradually add the ice water, 1 tablespoon at a time, mixing until the dough just comes together. Do not overmix.
Form the dough into a disc, wrap in plastic wrap, and refrigerate for 30 minutes.
On a lightly floured surface, roll the chilled dough out to about 1/8-inch thick. Use a 5-inch round cutter to cut out circles of dough. Reroll scraps as needed.
In a small bowl, beat the egg and milk together to make the egg wash.
