In a small bowl, combine 2 tablespoons of soy sauce and 1 tablespoon of cornstarch. Mix until smooth.
Place the sliced beef in a large bowl and pour the marinade over it. Mix well to coat the beef evenly. Let it marinate for 10 minutes while you prepare the other ingredients.
Heat a large skillet or wok over medium-high heat. Add 2 tablespoons of vegetable oil and swirl to coat the pan.
Add the marinated beef to the pan in a single layer. Stir-fry for 2-3 minutes or until the beef is browned. Remove the beef from the pan and set aside.
In the same pan, add the remaining 1 tablespoon of vegetable oil. Add the minced garlic and grated ginger, and stir-fry for 30 seconds until fragrant.
Add the sliced green bell pepper, red bell pepper, and onion. Stir-fry for 3-4 minutes until the vegetables are slightly tender but still crisp.

Return the cooked beef to the pan. Pour the sauce over the beef and vegetables.
Stir everything together and cook for an additional 2-3 minutes, or until the sauce thickens and evenly coats the beef and vegetables.
