Rinse the dried broad beans thoroughly under cold water.
In a large pot, combine the broad beans with 2 liters of water. Bring to a boil over medium-high heat.
Reduce the heat to low and simmer for about 40 minutes, skimming off any foam that forms on the surface.
Add the garlic cloves to the pot and continue cooking for an additional 10 minutes, or until the broad beans are very soft and tender.
Drain the cooked broad beans and garlic, reserving about 1 cup of the cooking water.
Place the broad beans and garlic in a food processor or blender. Add ground cumin, paprika, olive oil, lemon juice, salt, and black pepper.
Blend the mixture until smooth, adding the reserved cooking water gradually to reach your desired consistency.
