Cook the rice vermicelli noodles according to the package instructions. Rinse with cold water and drain thoroughly. Set aside.
Prepare all the filling ingredients by julienning the carrot and cucumber, and rinsing the fresh herbs.
Fill a large bowl or shallow dish with warm water. Submerge a rice paper wrapper in the water for about 10 seconds, until it starts to soften. Remove and place it on a clean, flat work surface.
Arrange a small portion of the rice vermicelli noodles in the center of the rice paper. Top with a piece of shrimp, a few julienned carrot and cucumber strips, and one leaf each of Vietnamese mint, cilantro, and Thai basil.
Fold the bottom of the rice paper up over the filling. Fold in the sides, then roll tightly to create a sealed roll. Place the finished roll on a plate and cover with a damp cloth to keep it from drying out.
