In a small bowl, sprinkle the gelatin powder over cold water and let it bloom for 5 minutes. This will allow the gelatin to absorb the water and become spongy.
Split the vanilla bean lengthwise and scrape out the seeds using the back of a knife. Set the seeds aside.
In a medium saucepan, combine the heavy cream, whole milk, granulated sugar, vanilla bean seeds, and the vanilla pod itself. Heat over medium-low heat until the sugar dissolves and the mixture is hot, but do not let it boil.
