Preheat the oven to 375°F (190°C). Grease a 9x13-inch baking dish and set aside.
Bring a large pot of salted water to a boil. Cook the penne pasta according to the package instructions until al dente. Drain and set aside.
While the pasta is cooking, cut the Spam into small cubes.
Heat a large skillet over medium heat and cook the Spam cubes until golden brown, about 4-5 minutes. Remove from the skillet and set aside.
In the same skillet, melt the butter over medium heat. Stir in the flour and cook for 1-2 minutes, whisking constantly to make a roux.
Slowly pour in the milk, whisking constantly to combine. Cook until the mixture thickens, about 3-4 minutes. Reduce the heat to low.
Stir in the shredded cheddar cheese, Parmesan cheese, garlic powder, onion powder, salt, black pepper, and Italian seasoning. Mix until the cheese is fully melted and the sauce is smooth.
Add the cooked pasta and browned Spam to the cheese sauce. Stir until everything is evenly coated.
Pour the pasta and Spam mixture into the prepared baking dish and spread it out in an even layer.
In a small bowl, mix together the panko breadcrumbs and olive oil. Sprinkle the breadcrumb mixture evenly over the top of the casserole.
Bake in the preheated oven for 20-25 minutes, or until the top is golden brown and bubbly.
Remove the casserole from the oven and let it cool for 5 minutes. Garnish with fresh parsley if desired.
Serve warm and enjoy!
