Start by soaking the saffron strands in 2 tablespoons of warm milk and set aside.

In a heavy-bottomed pan, heat ghee on medium flame.

Add cashew nuts and sauté until golden brown. Remove the cashews and set aside.

In the same ghee, add raisins and sauté until they puff up. Remove and set aside with the cashews.

Now, add the semolina to the pan and roast it in the ghee on medium flame until you get a slight golden brown color and a nutty aroma. This will take about 5-6 minutes. Stir continuously to avoid burning.

In a separate saucepan, mix water and milk and bring it to a boil.

Once the semolina is roasted, carefully pour the boiling water-milk mixture into the pan, stirring constantly. Be cautious as it may splutter.

Continue stirring to ensure there are no lumps. Cook for 3-4 minutes until the semolina absorbs the liquid.

Add the sugar to the pan and stir well. The mixture will become slightly runny at this stage because the sugar will release moisture.

Cook for another 5-6 minutes, stirring occasionally, until the mixture thickens and the ghee starts to separate on the sides.

Add the cardamom powder, saffron milk, roasted cashew nuts, and raisins to the sheera. Mix well.
