Grease a 9x13 inch baking pan with 2 tablespoons of tahini, coating the bottom and sides evenly.
In a large mixing bowl, combine 2 cups of semolina, 1 cup of all-purpose flour, 1 cup of granulated sugar, 1 tablespoon of baking powder, 1 teaspoon of ground turmeric, and 0.5 teaspoon of ground anise seed. Mix well until all dry ingredients are evenly blended.
Create a well in the center of the dry mixture and add 1.5 cups of milk and 1 cup of vegetable oil into the well.
