Break the dry instant ramen noodles into small pieces and set them aside.
Heat 3 tablespoons of vegetable oil in a large skillet over medium heat. Add the broken ramen noodle pieces and toast them, stirring frequently, for 3-4 minutes or until golden brown. Remove from heat and set aside to cool.
In a large mixing bowl, combine the shredded green cabbage, purple cabbage, grated carrot, and sliced green onions.
In a smaller skillet or dry pan, toast the slivered almonds and sesame seeds for 2-3 minutes over medium-low heat until fragrant. Be careful not to burn them. Add them to the vegetable mixture.
In a separate bowl, whisk together the soy sauce, rice vinegar, honey, sesame oil, grated ginger, minced garlic, ground black pepper, and optional chili flakes to prepare the dressing.
Pour the dressing over the cabbage mixture and toss everything well to ensure even coating.
Just before serving, add the fried ramen noodles to the salad and gently mix them in to maintain their crunch.
Serve immediately and enjoy your Oriental Fried Noodle Salad!
