Wash and trim the green beans by cutting off the stem ends. Pat them dry with a clean kitchen towel.
Peel and mince the garlic cloves. Peel and finely chop the ginger.
In a small bowl, mix soy sauce, Shaoxing wine, sugar, and water to create a sauce mixture. Set aside.
Heat the vegetable oil in a large skillet or wok over medium-high heat.
Add the Sichuan peppercorns to the hot oil and stir-fry for about 30 seconds until fragrant. Remove the peppercorns and discard them, leaving the infused oil in the pan.
Add the dried red chilies to the oil and stir-fry for 10β15 seconds until they darken slightly but do not burn.
Toss in the garlic and ginger, stir-frying for an additional 30 seconds until aromatic.
Add the green beans to the pan and stir to coat them in the spicy oil mixture.
Pour in the pre-mixed sauce (soy sauce, Shaoxing wine, sugar, and water). Stir well to evenly coat the green beans.
Lower the heat to medium and cover the pan with a lid. Allow the green beans to steam for 2β3 minutes, stirring occasionally.
Remove the lid and increase the heat to medium-high. Continue stir-frying for another 2β3 minutes until the green beans are tender and slightly charred.
Drizzle the sesame oil over the dish and give a final stir. Adjust salt to taste if needed.
Transfer the Mala Green Beans to a serving plate, and drizzle with chili oil for an extra spicy kick. Serve hot as a side dish or over steamed rice.
