Bring 2 cups of chicken or vegetable broth to a boil in a medium saucepan. Add the orzo pasta and cook according to the package instructions, usually about 8-10 minutes. Stir occasionally to prevent sticking.

Once cooked, drain any excess liquid if necessary and stir in 1 teaspoon of lemon zest, 2 tablespoons of lemon juice, 1 tablespoon of butter, 1/4 cup grated Parmesan cheese, 1/2 teaspoon of salt, and 1/2 teaspoon of black pepper. Set aside and keep warm.

To serve, spoon the warm lemon orzo onto a plate or shallow bowl. Place 3 scallops on top of each serving. Drizzle the garlic and wine sauce (if used) over the scallops and garnish with 2 tablespoons of chopped fresh parsley.
