Take the beef tenderloin out of the refrigerator at least 30 minutes before cooking to bring it to room temperature.
Preheat your grill to medium-high heat.
In a small bowl, mix olive oil, kosher salt, black pepper, garlic powder, and rosemary to create a rub.
Rub the olive oil mixture all over the surface of the beef tenderloin to coat evenly.
Once the grill is hot, place the tenderloin on the grates and sear for about 4-5 minutes per side to develop a good crust.
Lower the heat on the grill to medium and continue cooking the tenderloin with the lid closed, turning occasionally, until an internal thermometer reads 130°F for medium-rare or 140°F for medium. This should take an additional 10-15 minutes depending on the thickness of the meat.
While the beef is cooking, prepare the horseradish sauce by combining horseradish, sour cream, mayonnaise, lemon juice, Worcestershire sauce, and black pepper in a small bowl. Mix well until smooth. Cover and refrigerate until ready to serve.
Once the tenderloin is done, remove it from the grill and tent it with aluminum foil. Let it rest for 10 minutes to allow the juices to redistribute.
Slice the beef tenderloin into thick medallions and serve with a generous dollop of horseradish sauce on the side. Garnish with fresh chives if desired.
