Slice the flank steak thinly against the grain into bite-sized strips. Place in a bowl and add 2 tablespoons of soy sauce and 1 tablespoon of cornstarch. Mix well to coat. Set aside to marinate for 10 minutes.

Peel and finely grate the fresh ginger. Mince the garlic cloves. Cut the red bell pepper into thin strips, chop the broccoli into bite-sized florets, peel and julienne the carrot, and slice the green onions diagonally.
