In a mixing bowl, combine ground chicken, panko breadcrumbs, green onions, 1 minced clove of garlic, soy sauce, sesame oil, grated ginger, salt, and black pepper. Mix until well combined.

Prepare the General Tso sauce by whisking together hoisin sauce, rice vinegar, sugar, cornstarch, water, and chili flakes in a small bowl.

Stir in the prepared General Tso sauce mixture and cook for 2-3 minutes, stirring frequently, until the sauce thickens. Remove from heat and set aside.

Heat the remaining 1 tablespoon of canola oil in a large skillet or grill pan over medium heat. Cook the chicken patties for 4-5 minutes per side, or until they are fully cooked and reach an internal temperature of 165°F (74°C).

To assemble, spread 1 tablespoon of mayonnaise on the base of each burger bun. Top with a lettuce leaf, a chicken patty, and spoon some of the prepared General Tso sauce over the patty. Place the top of the bun on and press lightly.
