Preheat the oven to 180°C (350°F) and line a baking sheet with parchment paper.

In a large bowl, mix the rolled oats, all-purpose flour, brown sugar, baking powder, baking soda, and salt together until well combined.

In a small saucepan over low heat, melt the coconut oil until it's liquid. Remove from heat and add the maple syrup, vanilla extract, and water. Stir until well combined.
