In a large bowl, combine flour and salt. Cut the unsalted butter into small pieces and use your fingers or a pastry cutter to mix it into the flour until it resembles coarse crumbs.
Gradually add cold water, a tablespoon at a time, mixing until the dough just comes together. Do not overmix. Form the dough into a ball, wrap it in plastic wrap, and refrigerate for 30 minutes.
