In a large mixing bowl, combine the flour and salt. Gradually add 250 ml of water and 2 tablespoons of vegetable oil, mixing until a dough forms.

Knead the dough on a floured surface for about 10 minutes until it's smooth and elastic. Cover with a damp cloth and let it rest for 30 minutes.

While the dough rests, prepare the filling. Grate or finely chop the onion and combine it with the ground beef in a bowl.

Add 1 teaspoon of salt, 0.5 teaspoon of black pepper, and 60 ml of water to the meat mixture. Mix well until all ingredients are thoroughly combined.

Divide the rested dough into 8 equal parts. Roll each piece into a ball.
