Rinse the jasmine rice under cold water until the water runs clear. Drain well and set aside.

In a large pot, combine the chicken thighs, water, sliced ginger, and shallots. Bring to a boil over high heat, then reduce to a simmer and cook uncovered for 20 minutes, skimming off any foam that rises to the surface.
