In a medium saucepan, combine the granulated sugar and water. Stir gently to combine, but avoid splattering the mixture on the sides of the pan.

Cook the sugar mixture over medium heat without stirring until it comes to a boil. Use a candy thermometer to monitor the temperature, and heat until it reaches 240°F (116°C), also known as the soft-ball stage.

While the sugar syrup is heating, place the egg whites, cream of tartar, and salt in the bowl of a stand mixer fitted with the whisk attachment.

Beat the egg whites on medium speed until soft peaks form, about 2-3 minutes. Avoid overmixing at this stage.

Once the sugar syrup reaches 240°F (116°C), remove it from the heat. With the mixer running on low speed, carefully and gradually pour the hot syrup in a thin stream down the side of the mixing bowl into the egg whites. Be cautious to avoid splattering.

After all the syrup is added, increase the mixer speed to high and continue beating the mixture until it becomes thick, glossy, and cool to the touch. This may take about 6-8 minutes.

Add the vanilla extract and beat until just combined.
