In a large pan, heat the ghee over medium heat. Once melted, add the whole wheat flour and roast it, stirring constantly, for about 8-10 minutes or until the flour turns golden brown and fragrant.

In a small saucepan over low heat, combine the jaggery with 2 tablespoons of water. Stir until the jaggery melts completely into a syrup, taking care not to overheat it. Strain the syrup to remove any impurities and set it aside.

Once the flour is roasted, lower the heat and slowly pour the jaggery syrup into the pan with the flour, stirring continuously to combine.
