Boil the potatoes until tender, approximately 15 minutes. Cool, peel, and mash them in a mixing bowl.
Boil the green peas until soft, then lightly mash them and mix into the mashed potatoes.
Add the corn flour, ground cumin, ground coriander, chili powder, and salt to the potato-pea mixture. Combine well to form a dough.
Divide the mixture into 8 equal portions and shape into round, flat patties (tikkis).
Heat oil in a skillet over medium heat and shallow fry the tikkis for 3-4 minutes on each side, or until golden brown and crispy. Drain on paper towels to remove excess oil.
To assemble the chaat, place 2 tikkis on a serving plate. Drizzle a tablespoon each of tamarind chutney, green coriander chutney, and vegan yogurt over the tikkis.
