In a large mixing bowl, combine the flour, instant yeast, sugar, ground cinnamon, ground nutmeg, and salt.
Gently heat the almond milk until warm (not hot) and then stir in the melted coconut oil.
Add the almond milk mixture to the flour mixture and mix until a dough starts to form.
Add the raisins and orange zest to the dough, and knead it on a floured surface until the dough is smooth and elastic, about 8-10 minutes.
Place the dough in a lightly oiled bowl, cover it with a damp cloth, and let it rise in a warm place for about 1 to 2 hours or until it has doubled in size.
Once the dough has risen, punch it down and divide it into 12 even pieces. Shape each piece into a ball.
Place the balls onto a lined baking sheet with an inch of space between them and cover again with a damp cloth. Allow them to rise for an additional 30-45 minutes, or until they are puffed up.
Preheat the oven to 180Β°C (350Β°F).
To make the cross mixture, combine the powdered sugar with water to form a thick paste. Use a piping bag or a plastic bag with a corner snipped off to pipe the crosses onto the top of each bun.
Bake the buns for 20-25 minutes or until they are golden brown and sound hollow when tapped on the bottom.
Allow the buns to cool on a rack before serving. Enjoy your vegan hot cross buns!
