Slice the tops off the bell peppers and remove the seeds and membranes inside. Rinse the peppers and set them aside.

In a baking dish, stand the stuffed peppers upright. Pour the remaining 1/2 cup of tomato sauce and 1/2 cup of water into the bottom of the dish.

Remove the foil and sprinkle the shredded mozzarella cheese on top of each pepper. Return the dish to the oven and bake uncovered for an additional 10-15 minutes, or until the cheese is melted and bubbly.
