In a large mixing bowl, combine the all-purpose flour, granulated sugar, instant yeast, and salt. Mix until well combined.

In a small saucepan, heat the whole milk and 3 tablespoons of unsalted butter over low heat until the butter is melted and the mixture is warm but not hot (about 110°F).
