Preheat your oven to 450Β°F (230Β°C).
Place the whole red bell peppers and garlic cloves (with skin on) on a baking sheet lined with parchment paper.
Roast in the oven for 15-20 minutes, turning the peppers occasionally, until the skin is charred and blistered.
Remove the baking sheet from the oven. Transfer the roasted peppers to a bowl and cover with plastic wrap. Allow them to steam for 10 minutes to loosen the skins. Let the garlic cloves cool as well.
Peel the skin off the red peppers and remove the seeds and stems. Discard the skins and seeds.
Squeeze the roasted garlic cloves out of their skins and set aside.
