Preheat your oven to 400Β°F (200Β°C) and line a baking sheet with parchment paper.
Heat 1 tablespoon of olive oil in a skillet over medium heat. Add the ground beef and cook, breaking it up with a wooden spoon, until browned and cooked through, about 6-8 minutes.
While the beef is cooking, thaw the frozen spinach by microwaving it in a microwave-safe bowl for 2-3 minutes. Once thawed, squeeze out as much liquid as possible using a clean kitchen towel or paper towels.
Add the spinach to the skillet with the ground beef. Stir in garlic powder, onion powder, salt, and black pepper. Cook for another 2 minutes, then remove from heat and let the mixture cool slightly.
