Preheat your oven to 350°F (175°C) and line a 12-cup muffin tin with cupcake liners.
In a large mixing bowl, whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
Add the buttermilk, vegetable oil, vanilla extract, and egg to the dry ingredients. Mix until well combined.
Slowly add the hot water to the batter, stirring until smooth. The batter will be thin—this is normal.
Divide the batter evenly among the cupcake liners, filling each about two-thirds full.
Bake the cupcakes for 18-20 minutes, or until a toothpick inserted into the center of a cupcake comes out clean. Let them cool completely.
