1. Finely mince the garlic and scallions, and grate the ginger.

2. In a large mixing bowl, combine ground beef, ground pork, soy sauce, sesame oil, garlic, ginger, scallions, egg, panko breadcrumbs, salt, and black pepper. Mix thoroughly with your hands until evenly combined.
