Preheat the oven to 350Β°F (175Β°C). Grease a 9x9-inch baking dish or line it with parchment paper.
In a medium bowl, combine 1.5 cups of all-purpose flour and 0.5 cups of powdered sugar. Cut in 0.75 cups of unsalted butter using a pastry cutter or your fingers until the mixture resembles coarse crumbs.
