Preheat your oven to 375°F (190°C).

Prepare the bell peppers by cutting off the tops and removing the seeds and membranes. Set the tops aside for later use. If needed, trim the bottoms slightly to help the peppers stand upright.

In a large skillet, heat the olive oil over medium heat. Add the diced onion and cook until softened, about 3-4 minutes. Add the minced garlic and cook for another 1 minute.

Add the ground beef to the skillet and cook until browned, breaking it up with a spatula as it cooks. Drain any excess fat, if necessary.

Stir in the diced tomatoes (with their juice), tomato sauce, cooked rice, dried basil, dried oregano, salt, and black pepper. Simmer the mixture for 5 minutes, stirring occasionally.

Remove the filling from heat and stir in half of the shredded mozzarella and parmesan cheeses.

Stuff each bell pepper with the filling, pressing down lightly to ensure they are packed. Place the stuffed peppers upright in a baking dish.

Add 1/2 cup of water to the bottom of the baking dish to keep the peppers moist during cooking.

Cover the peppers with their tops (optional) or cover the baking dish with foil and bake in the preheated oven for 30 minutes.

Remove the foil (and pepper tops if used) and sprinkle the remaining mozzarella and parmesan cheeses on top of the peppers. Bake uncovered for an additional 10 minutes, or until the cheese is melted and bubbly.
