In a small bowl, whisk together hoisin sauce, soy sauce, sesame oil, oyster sauce, rice vinegar, cornstarch, and water until smooth. Set aside.

Bring a large pot of water to a boil. Cook noodles according to the package instructions. Drain, rinse with cold water, and set aside.

Heat 1 tablespoon of vegetable oil in a large skillet or wok over medium-high heat. Add the sliced beef and cook for 2-3 minutes per side until browned and just cooked through. Remove from the skillet and set aside.

In the same skillet, add another tablespoon of vegetable oil. Stir-fry the minced garlic, grated ginger, and white parts of the green onions for 30 seconds until fragrant.

Add the broccoli florets to the skillet and cook for 3-4 minutes, stirring occasionally, until bright green and slightly tender. Add 2 tablespoons of water and cover the skillet for 1-2 minutes to steam the broccoli until fully tender.

Return the cooked beef to the skillet, and pour in the hoisin sauce mixture. Cook for 1-2 minutes, stirring constantly, until the sauce thickens.

Add the cooked noodles to the skillet and toss everything together until the noodles are well coated in the sauce.
