Wash the green tomatoes, onions, and bell peppers thoroughly. Dice them into small, even pieces and combine them in a large mixing bowl.
Sprinkle the chopped vegetables with the pickling salt and mix evenly. Cover with plastic wrap and let sit for 4 hours at room temperature.
After 4 hours, drain the liquid from the vegetable mixture and rinse thoroughly under cold water to remove excess salt. Drain well and set aside.
In a large stainless steel or enamel pot, combine the white vinegar, sugar, mustard seeds, celery seeds, and turmeric powder. Stir to dissolve the sugar and bring the mixture to a gentle boil over medium heat.
Once the liquid is boiling, add the drained vegetable mixture to the pot. Stir well to combine and reduce the heat to low-medium.
Simmer the mixture for 30 minutes, stirring occasionally, until the vegetables are tender and the liquid has thickened slightly.
Ladle the hot relish into sterilized jars, leaving about 1/2 inch of headspace. Seal the jars tightly with sterilized lids.
Allow the jars to cool to room temperature before storing in the refrigerator for immediate use, or process them in a boiling water bath for 10 minutes for long-term storage.
