Rinse the basmati rice thoroughly under cold water until the water runs clear. Soak the rice in water for 20 minutes, then drain and set aside.

In a blender, combine coriander leaves, green chilies, garlic, ginger, and a tablespoon of water. Blend until you have a smooth paste. Set the coriander paste aside.

Heat vegetable oil in a deep pan over medium heat. Add cumin seeds and the bay leaf, and allow them to sizzle for 30 seconds.
