Preheat your oven to 400°F (200°C). Line a baking sheet with parchment paper.
In a large mixing bowl, whisk together the all-purpose flour, granulated sugar, baking powder, and salt.
Add the cold, cubed butter to the bowl. Using a pastry cutter or your fingers, cut the butter into the flour mixture until it resembles coarse crumbs.
In a small bowl, whisk together the heavy cream, egg, lemon zest, and 2 tablespoons of the lemon juice.
Pour the wet ingredients into the flour and butter mixture, stirring gently with a spatula until a dough begins to form. Be careful not to overmix.
