Rinse the rice under cold water until the water runs clear to remove excess starch. Drain well.
Heat the olive oil in a small skillet over medium heat. Add the chopped onion and diced green bell pepper. Cook for 5-7 minutes, stirring occasionally, until softened.
Add the minced garlic to the skillet and cook for 1 minute until fragrant. Remove from heat.
In the crock pot, combine the rinsed rice, canned diced tomatoes (with their juice), tomato sauce, chicken broth, sautéed onion and pepper mixture, and all the spices: paprika, cumin, chili powder, salt, and black pepper. Stir everything well to combine.
