In a large pot or Dutch oven, heat the butter and olive oil over medium heat until the butter is melted.
Add the diced onion, garlic, celery, and carrot. Cook for 5-7 minutes, stirring occasionally, until the vegetables are soft and the onion is translucent.
Stir in the diced potatoes and cook for another 2 minutes.
Pour in the chicken or vegetable stock and bring the mixture to a boil. Reduce the heat to low and simmer for 10-15 minutes, or until the potatoes are tender.
While the soup is simmering, in a small bowl, whisk the all-purpose flour with the milk until smooth. Set aside.
